Each year, the Diocesan Board of Finance (DBF) agrees a budget to support ministry across the diocese, including clergy stipends, pensions, housing and the services that help parishes in their daily mission. These shared costs are met together through the Shared Ministry Fund.

The budget is reviewed and agreed by Diocesan Synod, ensuring openness, accountability and shared responsibility. Once agreed, it forms the basis for calculating the Shared Ministry Fund: 60% reflects the ministry deployed in each benefice and 40% is shared according to the number of people involved in church life across the diocese.

You will find below four documents relating to the budget for 2027: a letter from Bishop Karen, a 12 page guidance document, a downloadable version of the guide and detailed budget figures.

A briefing on some of the finance related questions which are raised most frequently has been drawn up to help clergy and postholders with responding. You can access the resource here.

The Diocesan Board of Finance (DBF) is the charity that supports the life and work of the Church of England across the Diocese of Salisbury. It funds clergy stipends, pensions and housing, and provides services that support parish ministry, with these shared costs met through Parish Share.

Because parishes contribute financially to this work, it is important that PCCs and Treasurers have confidence that the DBF carefully and responsibly stewards its resources. Its Annual Report and Accounts explain how funds are used and the impact they have, and further details are available via the Charity Commission and Companies House.
